Ministry of Ecology and Environment Sends a Letter to thank Tan Baiping from Faculty of Humanities and Social Sciences for Providing Strong Support for Development of National Carbon Market

On January 25, the Ministry of Ecology and Environment sent a thank-you letter to BJUT and Tan Baiping, thanking BJUT for its concern and support for improving the national carbon market system and coping with climate change. The letter specifically mentioned Tan Baiping from the College of Law, Faculty of Humanities and Social Sciences, and thanked him for providing strong support for the development of the national carbon market. The letter reads as follows:

 

To Beijing University of Technology:

Since the beginning of this year, faced with severe and complicated situations and tasks, and unprecedented risks and challenges, we have adhered to the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and actively promoted the complete success of all work on climate change. Thank you for your concern and support for climate change, and for your great help in improving the national carbon market system, consolidating data quality and capacity building, especially the strong support provided by Comrade Tan Baiping for the development of national carbon market. Here, our department would like to express the lofty respect and heartfelt thanks to BJUT and colleagues who have given us help and support!

In 2022, the 20th National Congress will be successfully held. We sincerely hope that BJUT will, as always, care for and support the work of coping with climate change, jointly promote the green and low-carbon transformation and the construction of a beautiful China where people and nature coexist harmoniously.

Tan Baiping, Director of the College of Law, Faculty of Humanities and Social Sciences, drafted the expert proposal, Regulation of Voluntary Greenhouse Gases Emission Reduction trading (Trial), which is to be promulgated and implemented by the Ministry of Ecology and Environment and the State Administration for Market Regulation in the form of departmental regulation. 

In March 2017, the National Development and Reform Commission suspended the acceptance of all five applications for voluntary emission reduction. 2018

In 2018, the national function of coping with climate change was transferred from the National Development and Reform Commission to the competent authority of ecological environment. Since then, the Ministry of Ecology and Environment has actively promoted the improvement of the trading mechanism for voluntary emission reduction of greenhouse gases. 

This regulation is a very important departmental regulation for restarting the voluntary emission reduction trading mechanism under the new situation. Its formulation and promulgation will ensure that the trading activities will be carried out in an orderly manner after the restart of "Chinese Certified Emission Reduction (CCER)".

In recent years, the CPC Central Committee and the State Council have put forward higher requirements for tackling climate change. Promulgation of this regulation and restoration of the normal operation of the voluntary emission reduction trading mechanism can complement the national carbon market based on quota management and compulsory emission reduction to control the high-emission enterprises with the mandatory quota trading market and support the low-carbon or zero-carbon emission projects with the voluntary emission reduction trading market, thus forming a more complete carbon market system, which is of positive significance for promoting the realization of carbon peaking and carbon neutrality in China. 

Voluntary emission reduction project is large in quantity and wide in scope, which is an important market mechanism connecting high-emission industries with emission reduction and carbon sink, and has attracted the attention of all parties. The "carbon community" has been looking forward to the promulgation of this regulation for a long time.

On August 6, 2021, the Ministry of Ecology and Environment sent a thank-you letter to BJUT and Tan Baiping of the College of Law, thanking our university and Tan Baiping for the contributions made to the preparation and legal support for the online trading of the national carbon market. 

This is the second thank-you letter from the Ministry of Ecology and Environment.
