Lecture 23 of the Capital Education Expert Forum is Successfully Held by Institute of Higher Education of the Faculty of Humanities and Social Sciences 

教育政策的理论与实践研究一直是教育学术界关注的重要领域,深刻地影响着国家教育的未来发展思路和方向。为了促进教育学科师生对于教育政策的本质、价值、实践和质量的相关了解,更好地认识相关教育政策的制定与实施。2022622日下午,文法学部高教院特邀沈阳师范大学教育经济与管理研究所副所长,教育改革与教育效能研究院院长祁型雨教授主讲题为《主体性教育政策观的理论与实践》的学术讲座。本次讲座由文法学部高教院院长苏林琴主持,文法学部相关学科师生以及其他高校师生共130余人参加了此次讲座。

Research on the theory and practice of education policy has a profound impact on the future development ideas and direction of national education, which has been highly concerned by the educational academic community. The purpose is to promote teachers and students of the education discipline to understand the nature, value, practice and quality of education policies, and better understand the formulation and implementation of relevant education policies. In the afternoon of June 22, 2022, the Institute of Higher Education of the Faculty of Humanities and Social Sciences invited Professor Qi Xingyu, Deputy Director of the Institute of Educational Economy and Management of Shenyang Normal University, and Dean of the Institute of Educational Reform and Educational Effectiveness, to give an academic lecture entitled "Theory and Practice of Subjective Educational Policy Views". The lecture was presided over by Su Linqin, Dean of the Institute of Higher Education of the Faculty of Humanities and Social Sciences, and more than 130 teachers and students from relevant disciplines of the Faculty of Humanities and Social Sciences and other colleges and universities participated in the lecture.

本次讲座祁教授为大家讲解了他通过挖掘和提升教育政策最基本、最核心的思想观念,创造性提出的主体性教育政策观以及他所建构的囊括本质观、价值观、实践观、质量观四大基本范畴在内的主体性教育政策观理论体系。首先祁教授为大家介绍了教育政策观的范畴与类型,讲解了从属性教育政策观与主体性教育政策观的区别;其次用对比传统教育政策与主体性教育政策本质观的方式,从方法论的角度为大家讲解了主体性教育政策更聚焦于促进教育和人的发展基础上为国家和社会的发展服务;接着用概念和理论框架解读的方式明确了主体性教育政策的价值构成与价值观原则;进而通过对权力控制与讨价还价之间的张力探讨,分析了传统教育政策与主体性教育政策付诸实践的意义;最后从合理性和合法性角度于历史层面和逻辑层面对主体性教育政策质量观进行解读。这种主体性教育政策观为我国教育政策的理论与实践提供了新的概念系统、基本命题、理论体系和实践路径。

In this lecture, Professor Qi explained the most basic and core ideas of his own exploration and promotion of education policy, the subjective education policy views and the theoretical system of the subjective education policy view that he created, including the four basic categories of essence view, values view, practice view, and quality view. First, Professor Qi introduced the category and type of educational policy view, and explained the difference between the view of subordinate education policy and the view of subjective education policy; Second, by comparing the essence of traditional education policy and subjective education policy, he explained that the subjective education policy is more inclined to serve the national and social development on the basis of promoting education and human development from the perspective of methodology; through the interpretation of the concept and theoretical framework, he clarified the value composition and value principles of the subjective education policy; then, by discussing the tension between power control and bargaining, he analyzed the significance of traditional education policy and subjective education policy for practice; finally, from the perspective of rationality and legitimacy, he interpreted the subjective education policy quality view at the historical and logical levels. This subjective view of educational policy provides a new concept system, basic proposition, theoretical system and practical path for the theory and practice of educational policy in China.

最后,祁教授解答了师生关于当前的教育政策研究只注重现象研究,而不注重对教育政策本身研究的相关困惑,对如何进行科学规范的教育政策分析研究提出了清晰具体的五步走方法。整场讲座,学术信息量饱满充实,在解读主体性教育政策观理论体系时理论与实践结合紧密、学术与生活联系密切。祁教授用通俗易懂的方式、简明扼要地为我们做了一场高质量的讲座,在学术交流过程中,带来了关于教育政策解读的新颖与别致的视角,为更好地认识教育政策的制定与实施起到了强有力的引导作用。

Finally, Professor Qi disabused teachers and students of the problem that the current education policy research only pays attention to the formalization research rather than the essence research of education policy, and proposed a clear and specific five-step solution to conduct scientific and standardized education policy analysis and research. The lecture provides sufficient academic information. When interpreting the theoretical system of the subjective education policy view, it achieves a close combination of theory and practice, and academic research and life. Professor Qi gave us a high-quality lecture in a simple and easy to understand way. During the academic exchange, he interpreted the education policy from a new and special perspective, which played a strong guiding role in better understanding the formulation and implementation of the education policy.
