2022年9月17日，中国社会学会2022年学术年会“社会建设的理论与实践：新发展阶段的基层治理体系和治理能力现代化建设”论坛（论坛291号）暨社会建设研究专业委员会第四届理事会第一次会议通过腾讯会议在线举行。
On September 17, 2022, Forum on "Theory and Practice of Social Construction: Modernization of Grass-roots Governance System and Governance Ability in the New Development Stage" (Forum No.291) of the 2022 Annual Academic Meeting of Chinese Sociological Association and the First Meeting of the Fourth Council of the Social Construction Research Committee were held online through Tencent Meeting. 论坛由北京工业大学文法学部、中国社会科学院社会学研究所、北京社会管理研究基地、中国社会学会社会建设研究专业委员会、北京市社科院社会学所、广州市社科院社会所共同主办，北京市陆学艺社会学发展基金会、北京社会建设研究会、北京师范大学社会学院、《中国社会科学院大学学报》《社会建设》《北京工业大学学报（社会科学版）》协办。
The forum was co-sponsored by Faculty of Humanities and Social Sciences of BJUT, Institute of Sociology, Chinese Academy of Social Sciences, Beijing Social Governance Research Center, Social Construction Research Committee of Chinese Sociological Association, Institute of Sociology of Beijing Academy of Social Sciences and Institute of Sociology of Guangzhou Academy of Social Sciences, and co-organized by Beijing Lu Xueyi Sociology Development Foundation, Beijing Social Construction Research Association, School of Sociology, Beijing Normal University, Journal of University of Chinese Academy of Social Sciences, Social Construction and Journal of Beijing University of Technology (Social Science Edition). 自2008年中国社会学会“社会建设的理论与实践”论坛第一次成功举办以来，本论坛已经连续举办15届。
Since the forum "Theory and Practice of Social Construction" of Chinese Sociological Association was successfully held for the first time in 2008, this forum has been held for 15 consecutive sessions.
上午进行的是“社会建设的理论与实践”论坛的活动，论坛由北京市社科院社会学所所长包路芳研究员主持，北京工业大学文法学部主任唐军教授做开坛致辞。
In the morning, the forum on "Theory and Practice of Social Construction" was held. The forum was presided over by Researcher Bao Lufang, Director of Institute of Sociology of Beijing Academy of Social Sciences, and Professor Tang Jun, Head of Faculty of Humanities and Social Sciences, BJUT, delivered an opening speech. 北京师范大学中国教育与社会发展研究院宋贵伦教授、厦门大学社会与人类学院黄晓星教授、北京大学马克思主义学院焦长权助理教授和北京市委社会工委北京市民政局社区党建工作处李宁处长分别做了题为《“十四五”规划体系：中国社会建设现代化的系统设计与实现路径》、《城市社区的变迁与多尺度重构》、《迈向共同富裕之路——社会建设与民生支出的崛起》和《北京市社区党建工作协调委员会的探索与实践》的主旨报告。
Professor Song Guilun of China Institute of Education and Social Development, Beijing Normal University, Professor Huang Xiaoxing of School of Sociology and Anthropology, Xiamen University, Assistant Professor Jiao Changquan of School of Marxism, Peking University and Director Li Ning of Community Party Building Office of Beijing Civil Affairs Bureau of Social Work Committee of Beijing Committee of the Communist Party of China made the keynote speeches respectively titled 14th Five-Year Plan System: Systematic Design and Realization Path of Modernization of Social Construction in China, Changes and Multi-scale Reconstruction of Urban Communities, Road to Common Prosperity-Rise of Social Construction and People's Livelihood Expenditure, and Exploration and Practice of Beijing Community Party Building Coordination Committee.
下午开展了两个部分的活动：第一部分是中国社会学会社会建设研究专业委员会第四届理事会第一次会议，第二部分是“社会建设的理论与实践”论坛的两个平行论坛。
The event in the afternoon consists of two sessions, including the first meeting of the Fourth Council of the Social Construction Research Committee of Chinese Sociological Association and two parallel forums of the forum on "Theory and Practice of Social Construction".
中国社会学会社会建设研究专业委员会第四届理事会第一次会议由北京工业大学文法学部副主任、中国社会学会社会建设研究专业委员会第四届理事会秘书长陈锋教授主持，来自45个科研单位的86名理事参加了本次会议，中国社会学会会长、社会建设研究专业委员会第三届理事会理事长陈光金研究员和第四届理事会理事长唐军教授先后讲话。

陈光金研究员首先对社会建设研究专业委员会新一届理事会的产生表示祝贺，他指出目前社会建设的研究还不够成熟，需要更多的学者投入到社会建设的研究与体系发展的探索中去，提升社会建设研究的影响力。
Researcher Chen Guangjin first congratulated the establishment of the new Council of the Social Construction Research Committee. He pointed out that the current research on social construction is not mature enough, and more scholars shall devote themselves to the research on social construction and the exploration of system development, so as to enhance the influence of social construction research. 唐军教授回顾了社会建设研究专业委员会在陆学艺先生带领下进行组织建设和科学研究的历史，他指出社会建设从社会学学科立场来看仍有诸多混沌与空白之处，社会建设研究要在应然与实然双重领域总结、提升和突破。
Professor Tang Jun reviewed the history of organizational construction and scientific research conducted by the Social Construction Research Committee under the leadership of Mr. Lu Xueyi. He pointed out that there are still many chaos and gaps in social construction from the standpoint of sociology, and social construction research should be summarized, promoted and innovated in both the obligatory and actual attributes. 他倡导理事会成员主动参与社会建设领域的研究与理事会的工作，积极推进社会建设研究专业委员会的实质性运作。
He advocated that the members of the Council actively participate in the social construction research and the work of Council, and promote the substantive operation of the Social Construction Research Committee. 中国社会学会社会建设研究专业委员会第四届理事会副理事长冯仕政、刘玉照、周飞舟、王小章、狄金华、董磊明、吕鹏、赵晓峰8位教授也做了发言，提出了社会建设研究的议题与专委会建设的路径。

The exchanges in this forum involve the grassroots governance, social participation, common prosperity, urban and rural development and other issues. The heated academic discussion was conducted in close combination with hot spots and key issues in the field of social construction, promoting the communication between researchers and practitioners in the social construction research and deepening the research on related issues in the social construction.
