由北京工业大学文法学部、北京社会管理研究基地主办，岭南大学研究生院协办的“超大城市社会治理与社会政策研究国际研讨会”于2022年11月6日在线上隆重举行。来自中国社会科学院、中国人民大学、华东师范大学、清华大学、复旦大学、南京大学、南开大学、上海大学、北京工业大学、岭南大学、约克大学、南安普顿大学、斯特灵大学等境内外十余个高等学校和科研机构的专家，就超大城市社会治理与社会政策的理论与实践问题展开广泛而深入的交流。
The "International Conference of Social Governance and Social Policy in Mega City ", was sponsored by the Faculty of Humanities and Social Sciences, and Beijing Social Governance Research Center of BJUT, and was co-sponsored by the School of Graduate Studies of Lingnan University, was inaugurated on-line on November 6, 2022. Experts from more than 10 universities and research institutions from China, Hong Kong and the U.K., including the Chinese Academy of Social Sciences, Renmin University of China, East China Normal University, Tsinghua University, Fudan University, Nanjing University, Nankai University, Shanghai University, BJUT, Lingnan University, University of York, University of Southampton and the University of Stirling, have conducted extensive and in-depth exchanges on the problems in theory and practice of social governance and social policy in megacities.
研讨会于北京时间下午1点半正式开始，北京工业大学文法学部主任唐军教授主持了开幕式，校党委副书记李四平研究员与岭南大学副校长莫家豪教授出席会议并致辞。
The conference officially inaugurated at 1:30 p.m. on November 6, 2022, Beijing time. Professor Tang Jun, Head of the Faculty of Humanities and Social Sciences of BJUT, presided over the opening ceremony. Researcher Li Siping, Deputy Secretary of the CPC BJUT Committee, and Professor Joshua Mok Ka-ho, Vice President of Lingnan University attended the meeting and delivered speeches.
李四平研究员在致辞中强调，超大城市的社会治理和社会政策问题是当代社会科学必须面对的重大命题，今天非常感谢境内外的专家学者汇聚一堂，共同探讨解决超大城市治理问题的新理念、新思路、新办法。他指出，北京工业大学社会学学科始终关注首都社会建设的需要，在推进首都社会治理中产生了积极和重要的影响。本次研讨会是对党的二十大会议精神的学习与贯彻，是对中国和全球社会变局的响应，也是对时代命题的及时回应。他提出，希望各位学者能够展开深入交流，让此次研讨会成为国际合作的桥梁，为推动全球超大城市社会治理和社会政策研究贡献智慧。
Researcher Li Siping stressed in his speech that the issue of social governance and social policy in megacities is a major issue that must be faced in the field of contemporary social sciences. Today, we are very grateful to experts and scholars at home and abroad to gather together to explore new ideas, new thinking, and new methods to solve the problem of megacities governance. He pointed out that the Department of Sociology of BJUT has always been dedicated to meeting the needs of social construction in the capital, and has made a positive and important impact on promoting the social governance of the capital. This conference is a study and implementation of the spirit of the 20th National Congress of the Communist Party of China (CPC), is an adaptation to China and global social changes, and is a timely response to the theme of the times. He expressed and hoped that scholars continuously conduct in-depth exchanges to make this conference serve as a bridge for international cooperation and contribute to the promotion of social governance and social policy research in global megacities with their own wisdom.

莫家豪教授在致辞中表示，非常高兴能够协办本次研讨会，也非常感谢各位同行的支持。他指出，岭南大学是香港的博雅大学，长期在亚洲高校中处于领先地位，一直很希望能在城市研究等方面与大陆的高校开展更多的合作。他强调，本次研讨会聚焦全球超大城市治理和社会政策议题，这与国家推动的城市化战略有关，希望香港和海外的一些城市经验能与大陆的社会治理经验相结合，共同打造更美好的城市环境，让我们下一代生活在更美好的社会中。
Professor Joshua Mok Ka-ho expressed his gratitude in his speech that he was very pleased to be able to co-host this conference, and also very satisfactory for the support of counterparts. He pointed out that as a member of the Alliance of Asian Liberal Arts Universities in Hong Kong, Lingnan University has been in the leading position among Asian universities for a long time, and always seeks opportunities to carry out more cooperation with motherland universities in urban research and other aspects. He emphasized that this conference focused on the governance and social policy issues of global mega cities, which is related to the urbanization strategy promoted by the state. He hoped to combine the experience of some cities in Hong Kong and overseas with the experience of social governance in the motherland, so as to jointly create a better urban living environment for our next generation.

在随后的5个主旨演讲单元中，参会学者聚焦超大城市社会治理和社会政策两大领域，围绕社会形态变迁、社会风险、社会组织、社会工作、社会保障、社会支持、城市更新、公共卫生事件、跨境人口流动、住房、养老、教育、环保等复杂而重大的主题展开了深入和热烈的学术交流。
In the following five keynote speech units, the participants focused on the two major fields of social governance and social policy in megacities, and carried out in-depth and warm academic exchanges for complicated and important issues such as social change, social risk, social organization, social work, social security, social support, urban construction, public health emergencies, cross-border population mobility, housing, elderly care, education, environmental protection and other problems.
研讨会第一单元由复旦大学社会发展与公共政策学院院长、中国社会学会副会长刘欣教授主持。中国社会科学院社会学研究所所长、中国社会学会会长陈光金研究员以《社会形态变迁的内涵与意义》为题探讨新时代中国社会形态所需要的社会政策和社会治理主题、体系和行动框架。华东师范大学社会发展学院院长文军教授以《大都市的不确定性风险及其治理》为题探讨了应对不确定性风险已成为现代行动者调整自身行为的指南，因而大都市社会治理需转向不确定性应对的常态化监管。南京大学社会学院院长、中国社会学会副会长成伯清教授以《市域社会治理的理念与路径》为题指出市域是恰切的治理空间尺度，以市域为依托有助于因地制宜地实现社会治理现代化。北京工业大学文法学部副主任陈锋教授以《市民诉求驱动的超大城市基层治理逻辑转变与实现机制》为题提出以市民诉求驱动的全域中心工作的治理逻辑主要依赖于社会动员、数字治理以及政治统合为协调的整体性治理机制。
The first part of the conference was presided over by Professor Liu Xin, Dean of the School of Social Development and Public Policy of Fudan University and Vice President of the Chinese Sociological Association. Researcher Chen Guangjin, Director of the Institute of Sociology of the Chinese Academy of Social Sciences and President of the Chinese Sociological Association, discussed the theme, system and action framework of social policy and social governance to meet the needs of China's social development in the new era with the topic of Connotation and Significance of Social Formation Change. Under the background that dealing with uncertainty risk has become the guide for modern actors to adjust their own behavior, Professor Wen Jun, Dean of the School of Social Development of East China Normal University, discussed it under the title of The Risk of Metropolitan Uncertainty and its Governance, and proposed that social governance within the scope of metropolis needs normalized supervision, so as to effectively deal with uncertainty risk. Professor Cheng Boqing, Dean of the School of Social and Behavioral Sciences of Nanjing University and Vice President of the Chinese Sociological Association, in Urban Social Governance: Philosophy and Path, pointed out that choosing the scope of the metropolis as a governance space scale is appropriate, and social governance in the scope of the metropolis is conducive to the modernization of social governance according to local conditions. Professor Chen Feng, Deputy Director of the Faculty of Humanities and Social Sciences of BJUT, proposed that the governance logic of the whole region centered work with citizens' demands needs to combine social mobilization, digital governance and government coordination, so as to provide a coordinated and integrated governance mechanism.

研讨会第二单元由北京工业大学文法学部胡建国教授主持。岭南大学副校长莫家豪教授探讨了《未来的深圳社区凝聚力与城市生活》，提出了城市归属感对于社区稳定发展具有重要意义。南开大学周恩来政府管理学院院长、中国社会学会副会长张文宏教授分享了《从社会资本的视角反思突发公共卫生事件中的社会治理》，探讨了宏观、中观、微观三个层面的社会资本协调如何达成应对突发公共卫生事件的集体目标。中国人民大学人口与社会学院院长冯仕政教授探讨了《“社会面”与城市治理》的关系，强调“社会面”既是乱力也是活力，城市治理必须相信社会、走进社会、建设社会。北京工业大学文法学部李升教授分享了《居民社区参与受何影响？——社区营造视野下的社工介入与政府决策》，提出构建“政-社（社区/社工）-民”的一体化联结关系，推进居民主体参与式的社区治理体系。
The second part of the conference was hosted by Professor Hu Jianguo of the Faculty of Humanities and Social Sciences of BJUT. Professor Joshua Mok Ka-ho, Vice President of Lingnan University, discussed the Future Community Cohesion and Urban Life in Shenzhen, and proposed that enhancing residents' sense of belonging to the city is of great significance for the stable development of the community. Professor Zhang Wenhong, Dean of Zhou Enlai School of Government of Nankai University and Vice President of the Chinese Sociological Association, shared Reflecting on the Social Governance in Public Health Emergencies from the Perspective of Social Capital and discussed the goal beneficial to the community in coordinating social capital at macro, meso and micro levels to effectively respond to emerging public health events. Professor Feng Shizheng, Dean of the School of Sociology and Population Studies of Renmin University of China, discussed the relationship between "Social Domain" and Urban Governance, emphasizing that "social domain" is both resistance and vitality, if we want to do well work of urban governance, we must believe in, understand and build the society. Professor Li Sheng from the Faculty of Humanities and Social Sciences of BJUT shared Factors and Public Community Participation——Social Worker Intervention and Government Decision-making from the Perspective of Community Construction-Participation of , proposed to build an integrated connection of "government community-(community/social worker)- residents", so as to promote the participatory community governance system of residents.

研讨会第三单元由北京工业大学文法学部杨荣教授主持。清华大学社会科学学院副院长、中国社会学会副会长王天夫教授提出了《社会组织参与社会治理的再思考》，认为社会组织有可能带来治理的新难题，要重新思考社会组织参与社会治理的方式。上海大学社会学院院长黄晓春教授以《新型城市更新与基层治理创新》为题探讨了城市更新对居民公共生活领域、基层民主建设和基层自治共同体构建的重要意义。北京工业大学文法学部杨桂宏教授探讨了《数字时代的网约工社会保障权益问题》，以社会保护主体结构视角分析了平台经济下新就业群体的保障缺失问题的深层原因和对策建议。岭南大学政策研究院黄耿华助理教授以《香港的跨境居民与跨境社会政策：新冠疫情下的挑战》为题探讨了香港跨境社会政策的福利可携带性问题，以期为粤港澳大湾区的社会融合提供借鉴。
The third part of the conference was hosted by Professor Yang Rong of the Faculty of Humanities and Social Sciences of BJUT. Professor Wang Tianfu, Vice Dean of the School of Social Sciences of Tsinghua University and Vice President of the Chinese Sociological Association put forward the Rethinking of Social Organizations' Participation in Community Governance. He believed that social organizations may cause new problems in community governance, and it is necessary to re-analyze the ways in which social organizations participate in community governance. Professor Huang Xiaochun, Dean of the School of Sociology and Political Science of Shanghai University, discussed the major significance of urban regeneration in building the public life field of residents, grass-roots democracy and grass-roots autonomous community under the title of New Urban Renewal and Primary-level Governance Innovation. Professor Yang Guihong, from the Faculty of Humanities and Social Sciences of BJUT, discussed the Social Security of Gig Workers in the Digital Era. From the perspective of the main structure of social protection, he analyzed the deep reasons and gave countermeasures and suggestions for the lack of security of new employment groups under the platform economy. Under the title of Cross-border Residents and Hong Kong's Cross-border Residents and Cross-border Social Policy in Hong Kong: Challenges in COVID-19 Pandemic, Assistant Professor Huang Genghua, from the Institute of Policy Studies of Lingnan University, discussed the issue of enjoying Hong Kong's welfare policies at allopatry places in Hong Kong's cross-border social governance policies, with a view to providing a reference for the social integration policies of the Guangdong-Hong Kong-Macao Greater Bay Area.

研讨会第四单元由岭南大学政策研究院石峥助理教授主持。岭南大学研究生院邱勇教授分享了《解决香港不适切住房问题的路线图》，指出了当前香港解决住房问题的政策缺陷，为解决这一问题提供了一个全面的路线图。北京工业大学文法学部王敏副教授探讨了《保障房供给和混居社区：挑战、政策争议和北京案例》，以决策树模型阐述了混居社区冲突的根源，指出了未来北京保障房供给的可能方向。岭南大学政策研究院黄耀萱助理教授分享了《大都市新城开发与住房的可支付性：来自香港的证据》，以多项数据为基础，提出新城的住房建设应优先考虑当地低收入人群，从而更好地保障住房的可支付性。英国南安普顿大学刘佳昕助理教授以《挤出还是挤入？中国公共养老金和代际转移的互动关系》为题，揭示了中国养老金政策的公共转移中存在“挤出”和“挤入”效应的复杂共存现象，有助于进一步理解公共转移和家庭支持在福利供给中的作用。
The fourth part of the conference was hosted by Shi Zheng, Assistant Professor of the Institute of Policy Studies of Lingnan University. Professor Qiu Yong, School of Graduate Studies of Lingnan University, shared A Roadmap for Eradicating Inadequate Housing in Hong Kong, pointed out the policy defects in solving the inadequate housing in Hong Kong, and provided a roadmap to comprehensively solve this problem. Wang Min, Associate Professor of the Faculty of Humanities and Social Sciences of BJUT, discussed the Affordable Housing Supply and Mixed Tenure Communities: Challenges, Policy Debates and the Case from Beijing, elaborated on the root causes of the conflict in mixed tenure with a decision tree model, and pointed out the possible direction of the affordable housing supply in Beijing in the future. Huang Yaoxuan, Assistant Professor of the Institute of Policy Studies of Lingnan University, shared the New Town Development and Housing Affordability in Metropolis: Evidence from Hong Kong. Based on a number of data, he proposed that the housing construction in the new town should give priority to the local low-income groups, so as to better ensure the housing affordability. Liu Jiaxin, Assistant Professor of the University of Southampton of U.K., expressed her opinion on Crowding Out or Crowding In? The Interaction Between Public Pensions and Private Transfers in China, which reveals the complex coexistence of "Crowding out" and "Crowding in" effects in the public transfer of China's pension policy, helps to further understand the role of private transfers and family support in welfare provision.

研讨会第五单元由斯特灵大学社会科学学院维姬·麦考尔副教授主持。岭南大学研究生院石琤助理教授分享了《香港长者在大湾区跨境养老的障碍研究》，探讨了跨境养老中的福利“可携带性”和社会支持网络问题，并提出了相应的政策建议。约克大学社会政策学院院长安东尼奥斯·鲁姆帕基斯副教授以《家庭向年轻人提供情感支持的能力——约克和斯卡伯勒地区的比较研究》为题，揭示了影响家庭提供情感支持能力的地方社会经济因素。北京工业大学文法学部王潇然讲师以《早期干预和特殊教育的可及性：北京市和纽约市家长的观点与经历》为题，探讨了不同的政策设计如何影响了家长在特需儿童服务方面的可及性障碍。约克大学社会政策学院卡洛琳·斯奈尔教授分享了《理解英国净零转型中的脆弱性：一个概念框架》，阐明了弱势家庭和社区在净零排放转型过程中面临的风险和机遇，并提出相应的政策建议，以期实现更为公平的转型。
The fifth part of the conference was chaired by Vicky McCall, Associate Professor of the School of Social Sciences of University of Stirling. Shi Cheng, Assistant Professor of the School of Graduate Studies of Lingnan University, shared the Understanding Barriers of Hong Kong Older Adults Retiring Across the Boundary in the Greater Bay Area, discussed the "transferability" of welfare and social support network issues in older adults retiring across the boundary herein, and put forward corresponding policy recommendations. Associate Professor Antonios Roumpakis, Head of Social Policy of the University of York, revealed the local socio-economic factors that affect the ability of families to provide emotional support to young people, with the title Comparing Families' Abilities to Provide Emotional Support to Young People in York and Scarborough. Wang Xiaoran, the lecturer of the Faculty of Humanities and Social Sciences of BJUT, discussed how different policy designs affected parents' accessibility barriers to services for children with special needs, with the topic Accessibility of Early Intervention and Special Education: the Perceptions and Experiences of Parents in Beijing and New York City. Professor Carolyn Snell, Social Policy of the University of York, shared Understanding Vulnerability to the Net Zero Transition in the UK: A Conceptual Framework, clarified the risks and opportunities faced by vulnerable families and communities in the process of net zero transition, and put forward corresponding policy recommendations to achieve a more equitable transition.

最后，北京工业大学文法学部主任唐军教授主持了此次国际研讨会的闭幕式，表达了对协作单位以及演讲嘉宾、主持人、会务人员与所有其他参会者的感谢。在概要回顾和总结研讨会主要进程之后，唐军教授强调指出，在信息技术革命、社会结构转型的新的时代，优化社会治理、完善社会政策是推进超大城市社会建设的核心内容和关键举措，加强社会治理和社会政策的理论研究和实践探索相应成为社会学者的时代使命和责任，“超大城市社会治理和社会政策研究国际研讨会”正是为中外社会学者在此领域展开交流的目的而召开，北京工业大学文法学部社会学学科未来将努力拓展类似的研讨机制并争取尽快在线下延续这样的交流形式，与学界同仁一起携手推动社会治理和社会政策研究学术共同体的成长和发展。
Finally, Professor Tang Jun, Head of the Faculty of Humanities and Social Sciences of BJUT, presided over the closing ceremony of the international conference and expressed his thanks to the cooperative units, speakers, hosts, conference staff and all other participants. After a brief review and summary of the main process of the conference, Professor Tang Jun emphasized and pointed out that under the new era of the information technology revolution and social structure transformation, we should place optimizing social governance and improving social policies as the core contents and key measures to promote the social construction of megacities, and the sociologists should adhere to strengthening the theoretical research and practical exploration of social governance and social policies as the mission and responsibility, the purpose of the "International Conference of Social Governance and Social Policy in Mega City” is to communicate between Chinese and foreign sociologists in this field. Teachers of sociology in the Department of the Faculty of Humanities and Social Sciences of BJUT will strive to develop a similar discussion mechanism in the future and strive to maintain this form of communication on-line and off-line as soon as possible, and we will promote the growth and development of the academic community of social governance and social policy research together with academic colleagues.

在本次研讨会中，境内外学者就“超大城市的社会治理与社会政策研究”进行了充分讨论，共同推动了对这一重大社会问题的学术研究。刚刚结束的党的二十大开启了全党全国各族人民迈向全面建设社会主义现代化国家的新征程。党的二十大报告指出，坚持人民城市人民建、人民城市为人民，提高城市规划、建设、治理水平，加快转变超大特大城市发展方式，实施城市更新行动，加强城市基础设施建设，打造宜居、韧性、智慧城市。同时，党的二十大报告还提出了完善社会治理体系的要求，包括健全共建共治共享的社会治理制度、提升社会治理效能，以及加快推进市域社会治理现代化、提高市域社会治理能力。本次国际研讨会深度结合了城市建设与社会治理两个主题，既是对党的二十大精神的学习与贯彻，也是对新时期社会科学应对超大城市治理难题的分析与展望。
In this conference, scholars at home and abroad had a full discussion on "Research on Social Governance and Social Policy in Mega City", conducted joint in-depth academic research on this major social issue, and promoted its progress. The just concluded 20th National Congress of the Communist Party of China (CPC) has opened a new journey for the people of all ethnic groups under the leadership of the CPC to comprehensively build a modern socialist country. The report of the 20th National Congress of the Communist Party of China (CPC) pointed out that guided by the principle that cities should be built by the people and for the people, we should improve urban planning, construction and governance, accelerate the transformation of the development mode of megacities, implement urban renewal actions, strengthen urban infrastructure so as to build a livable, resilient and smart city. At the same time, the report of the 20th National Congress of the Communist Party of China (CPC) also proposed the requirements for improving the social governance system, including improving the social governance system of co-construction, co-governance and sharing, improving the efficiency of social governance, and accelerating the modernization of social governance in city area and improving the capacity of municipal social governance. This international conference deeply focuses on the two themes of urban construction and social governance. It is not only the study and implementation of the spirit of the 20th National Congress of the Communist Party of China (CPC), but also the analysis and prospect of social science in dealing with the governance problems of megacities in the new era.
